Basically having the most people on your faction on the server is the most important. Advantages are that you get more guilds, more people in cities and trade chat, and a healthy economy (though that is not faction-specific). It's been tilting more to horde pretty strongly since BFA and warmode after being nearly perfectly 50/50 during WoD and much of Legion but it's still far better then the other rp servers. Server only affects the guilds you can join and the Auction house. So choose the highest population one with the faction balance towards what you want to play. This will give you the widest selections of guilds to join, and the healthiest auction house, and there are really no negatives..
