Check the level of it first. The last thing you want is to get decent legendary effects on a level 30 weapon. Even getting rubbish effects on an under-leveled weapon is going to be a waste of modules. Only spend legendary cores/modules on a level 50 Fixer. Build for damage and vats crits. The most important difference between a Fixer and a Combat Rifle is the 20% extra damage. It does have sneak build benefits obviously, but the Fixer is also just a superior combat rifle even for non-sneak commandos or riflemen. Fixer favors stealth builds. Assuming you aren’t rocking a full set of unyielding armor and low health, you might consider Sneak In agility and even if you ARE rocking, Escape Artist does wonders. Check out the Covert Op perk on agility as well for more offensive punch while sneaking. There’s a lot more you can do.
